Saline Area Schools continues to be dedicated to providing a comprehensive and competitive benefits package. We offer employees a wide range of benefits, some of which you receive automatically, while others are optional. 

Please remember, you cannot make changes to benefit elections unless you experience a qualifying life event (marriage, birth of child, divorce, etc). All qualifying life events must be reported to Human Resources within 30 days of the event date. Requests for change which are submitted more than 30 days after the event date will not be processed until the next open enrollment period. You will have an opportunity each year during open enrollment to make benefit election changes.

  • All SAS Administrators, Teachers, Support Staff, Unaffiliated, Community Education staff working a minimum of 30 hours per week are eligible for medical benefits through MESSA. 
  • All SAS employees are eligible for voluntary benefits. 
  • All SAS employees working 20-29 hours/week are eligible for dental and vision benefits.

  • Administrators & Unaffiliated: 1st day of the month coinciding with or next following date of hire. 
  • Teachers: Date of Hire (if hired over the summer- benefits begin on your first scheduled work day)

403(b) Plans

What Is a 403(b) Plan?

A 403(b) plan, also known as a tax-sheltered annuity (TSA) plan, is a retirement plan for certain employees of public schools, employees of certain tax-exempt organizations, and certain ministers.

Individual accounts in a 403(b) plan can be any of the following types.

  • An annuity contract, which is a contract provided through an insurance company.
  • A custodial account, which is an account invested in mutual funds.

What Are the Benefits of Contributing to a 403(b) Plan?

There are three benefits to contributing to a 403(b) plan.

  1. The first benefit is that you don’t pay income tax on allowable contributions until you begin making withdrawals from the plan, usually after you retire. Allowable contributions to a 403(b) plan are either excluded or deducted from your income. However, if your contributions are made to a Roth contribution program, this benefit doesn’t apply. Instead, you pay income tax on the contributions to the plan but distributions from the plan (if certain requirements are met) are tax free.Note. Generally, employees must pay social security and Medicare tax on their contributions to a 403(b) plan, including those made under a salary reduction agreement. See chapter 4, Limit on Elective Deferrals , for more information.
     
  2. The second benefit is that earnings and gains on amounts in your 403(b) account aren’t taxed until you withdraw them. Earnings and gains on amounts in a Roth contribution program aren’t taxed if your withdrawals are qualified distributions. Otherwise, they are taxed when you withdraw them.
     
  3. The third benefit is that you may be eligible to take a credit for elective deferrals contributed to your 403(b) account. See chapter 10,Retirement Savings Contributions Credit (Saver's Credit) .

Excluded: If an amount is excluded from your income, it isn’t included in your total wages on your Form W-2. This means that you don’t report the excluded amount on your tax return.
Deducted: If an amount is deducted from your income, it is included with your other wages on your Form W-2. You report this amount on your tax return, but you are allowed to subtract it when figuring the amount of income on which you must pay tax.

Who Can Participate in a 403(b) Plan?

Any eligible employee can participate in a 403(b) plan. The following employees are eligible to participate in a 403(b) plan:

  • Employees of tax-exempt organizations established under section 501(c)(3). These organizations are usually referred to as section 501(c)(3) organizations or simply 501(c)(3) organizations.
  • Employees of public school systems who are involved in the day-to-day operations of a school.
  • Employees of cooperative hospital service organizations.
  • Civilian faculty and staff of the Uniformed Services University of the Health Sciences.
  • Employees of public school systems organized by Indian tribal governments.
  • Certain ministers

How Do I Set Up An Account? 
 

  • Select a vendor from Saline Area Schools  Approved Vendor List and set up an account
  • Determine the amount you wish to contribute on a per-pay basis. Complete and submit the online 403b Contribution Agreement Form.  Your form will then be forwarded to our Third Party 403b Plan Administrator, MEA Financial Services. Once approved, your deduction will be set up in payroll. You may adjust your contribution at anytime by resubmitting the Contribution Agreement Form.
  • Confidential Participant Account Form is REQUIRED for all employees who have NEVER contributed to their school district's 403b plan. 

Note: The employee understands that Saline Area Schools will rely on the accuracy of the data provided by the Employee when giving the Employee any assistance in determining the Employee’s pre-tax and post-tax contribution limits under Code Section 403(b) and 415. The Employee agrees that all computations done in connection with salary reduction/deduction authorized above, including eligible compensation, years of service, and prior contributions, pursuant to Code Sections 403(b) and 415 shall remain the sole responsibility of the Employee.

What is the ORS?

The Office of Reitirement Services (ORS) administers retirement programs for Michigan's state employees, public school employees, judges, state police and National Guard members.

Who is a Member of the ORS?

You become a member and begin accruing credit toward a pension on the first day you work in a participating Michigan educational institution.

Members include employees of: K-12 public school districts, Intermediate school districts, District libraries, Public School Academies/Charter Schools, Tax-supported community colleges.

In some instances, membership includes certain employees who began working for Central, Eastern, Northern, and Western Michigan Universities, Ferris State and Lake Superior State Universities, and Michigan Technological University, before January 1, 1996.

New to the ORS?

Elect your plan within 75 days of your first payroll end date. Choose between Pension Plus 2 Plan or the Defined Contribution (DC) Plan.

  2. Receive a welcome letter containing your Member ID from the Office of Retirement Services (ORS).

Family or Medical Leave (FMLA)

What is FMLA?

The Family and Medical Leave Act (FMLA) provides certain employees with up to 12 weeks of unpaid, job-protected leave per year. It also requires that their group health benefits be maintained during the leave.

FMLA is designed to help employees balance their work and family responsibilities by allowing them to take reasonable unpaid leave for certain family and medical reasons. It also seeks to accommodate the legitimate interests of employers and promote equal employment opportunity for men and women.

FMLA applies to all public agencies, all public and private elementary and secondary schools, and companies with 50 or more employees. These employers must provide an eligible employee with up to 12 weeks of unpaid leave each year for any of the following reasons:

  • for the birth and care of the newborn child of an employee;
  • for placement with the employee of a child for adoption or foster care;
  • to care for an immediate family member (spouse, child, or parent) with a serious health condition; or
  • to take medical leave when the employee is unable to work because of a serious health condition.

Employees are eligible for leave if they have worked for their employer at least 12 months, at least 1,250 hours over the past 12 months, and work at a location where the company employs 50 or more employees within 75 miles. Whether an employee has worked the minimum 1,250 hours of service is determined according to FLSA principles for determining compensable hours or work. Time taken off work due to pregnancy complications can be counted against the 12 weeks of family and medical leave.

New Employees

What can I expect if I am the successful candidate and am hired by Saline Area Schools?

 

The hiring administrator will either call or email you to offer the position.

If you accept the position, the administrator will contact the Human Resource Department by completing the "Recommendation to Hire Form." (It is important to note that no Saline Area Schools hire is official until it has been approved by the Board of Education).

Within 24-48 hours of receipt of all required information the Human Resources Department will send you a conditional offer of employment letter.  Your letter will be emailed and once you accept you will schedule an appointment with Kendra Kokelaar to review the following:

Conditional offer of employment letter which will include your start date, salary, position, status (full or part-time). Hourly employees will have their work schedule included. This letter must be signed and returned as a sign of acceptance.

Acceptable Use Policy and AUP signature form.  The AUP signature form must be returned before an email account can be created.r.

Payroll forms: Federal W-4, MI W-4, I-9, Disclosure of Unprofessional Conduct Release and Waiver, Disclosure of Criminal History, Fingerprint forms, Direct deposit form, Staff information form, and Directory information form.
